Yes, and I'm fairly certain the CDC also was counting people who got the first jab and up to 14 days after their second jab as "unvaccinated" as well before the conspiracy theorists got too loud about that inconvenient fact.
Once the CDC changed the definition of unvaccinated to actually mean 0 death jabs, the death numbers for unvaccinated dropped dramatically.
Edit- Just tracked down this link and you can see after they changed the definition in February 2022, the unvaccinated death rate dropped significantly.

However, a Twitter user falsely implied that the death rate for the unvaccinated was inflated by including people who had received only one or two doses of a COVID-19 vaccine.
“Here’s the deal: classifying people who have 1 or 2 jabs as ‘unvaccinated’ is ridiculous,” Libertarians: Diligently Plotting tweeted in response to the POTUS account. An image of that tweet was posted to the Facebook page of “Libertarians: Diligently Plotting to Take Over the World & Leave You Alone,” which has over 71,000 followers.
But the CDC said it only counted people who had not received any COVID-19 vaccine doses as unvaccinated.
A footnote on the CDC’s “Rates of COVID-19 Cases and Deaths by Vaccination Status” webpage says “unvaccinated” means people who have “not been verified to have received COVID-19 vaccine.” In addition, that CDC page says “partially vaccinated people who received at least one FDA-authorized vaccine dose but did not complete a primary series” were excluded.
So after the CDC was called out on their shit, they quit counting partially vaccinated people as unvaccinated and informed site visitors those who had completed at least one dose but did not receive the second shot, i.e. "complete a primary series" were excluded from the totals starting in February 2022.
Death rate dropped substantially since February 2022 if you check that CDC graph above, from 22.93 per 100,000 in January that were "unvaccinated" to 1.24 per 100,000 in May 2022, just 3 months after the definition change on the website.
We can assume either all the weak unvaccinated folks are dead, or those numbers were actually accurate death numbers for those who received the first or second jab (before the 14 day cutoff to be considered "fully vaccinated") and died before February 2022...
