There's many cases in Europe where countries doesn't even have their own road or rail infrastructure and rely fully on foreign countries to reach parts of their own country. Blocking those routes would be a declaration of war.
Most likely Hungary is getting their gas via the pipelines in Ukraine, which Russia is protecting. Even if those areas may not be officially occupied.
