Sen. Ed Markey (D-Mass.) led the bipartisan delegation consisting of Reps. John Garamendi (D-Calif.), Alan Lowenthal (D-Calif.), Don Beyer (D-Va.) and Aumua Amata Coleman Radewagen (R-American Samoa).
