They're primarily used for students with developmental needs, among other things.
I remember when I was in elementary school, I said my R's wrong. I was taken into a small room like this after being yanked out of normal class hours to work with a speech pathologist in order to help me say words gooder.
These classes were also sometimes used for isolating kids who might have missed a test and needed to take it still.
Finally, tutoring 1 on 1 is sometimes needed. A small room with chalkboards like this fits the bill.
