If you want to open your mouth and point your head at the sky and wait for rain, I suppose that is your right. But if you want me to collect it and supply you with endless plastic bottles of drinkable rain water every day of the year, you are going to have to pay me.
There are currently communities in the US barred from collecting rain water because no right to water exists.
Mineral and water rights are an interesting legal concept. Of course, once you have purchased property that has already had them "removed" it is impossible to get them back.
By the same token, water rights can be purchased and there are still properties that have water rights intact and included with title. So if it is important to someone, they can find a property where collecting rainwater is an included right.
