Wow that's alot of birthing for a woman's organs. They must really need increased birthrate. It can be done but the woman needs to sign up for the lifetime task of raising children. And by sign up I mean she has to make that decision for herself. I would stagger the monetary value to number of children born. Seems the idea needs work and better, thought on the incentives and rewards.
Russia has had a population crisis building for many years. Their population is old, and birth rate is low. Wasting people on Ukraine was foolish. And the bullshit narrative that the MSM tries to spin, alleging fears of Russian global conquest are absurd.
