NO, they were never civilized. This is the LIBERAL/communist collapse of Law and Order. These Punks have always been like this and when Law Enforcement AND The Armed Citizen was shut down by the corrupt obama 'minority Rule', It Gave them the idea to do anything they want. They will do this until the The People decide to ACT.
