Ur funny...they literally cant even arest the Cartel members coz of the threat of violence, i saw a clip on youtube where they had to set Cartel leaders son free after aresting him coz Cartel sent like 500 people to terorise a town and just kill random people until he was released, and then they killed all those cops that were in the raid when he was captured few days later in targeted assasinations (coz they were filming the whole thing)...
