As far back as the 1960s, writers were keenly aware of the risk of imposters within our government.

Oh, yes. There are many, many old sci-fi movies about exactly that. The theme of "not knowing who you're really dealing with, and how do you tell?" is a very strong one.

A few, just for starters:

They Live

Invasion of the Body Snatchers

The Day Mars Invaded Earth

Invaders from Mars (different film)

OG Star Trek "What Are Little Girls Made Of?" and "The Enemy Within"

Futureworld (same premise of assassinating and replacing world leaders)

Not a true sci-fi movie, but Die Another Day was disturbing because I think the doppelganger process actually replaced DNA.
