Trump wouldn't be arrested...Indicted Perhaps, but not arrested until after they were impossibly able to prove him guilty beyond a shadow of a doubt in a court of law (which we all know will never happen).

The only thing they could try to pin on him is development of the vaccines (and they will try) but that is also an absurdly unbelievably scenario.
