Those seem reasonable enough. They do have an energy crisis and if they're to save, the measures mentioned aren't hurting private people's access to electricity in their homes.
Most of Europe has policies to shut down businesses and industry first. Private homes will be the last thing restricted by energy savings demands. This is the first time such policies is being implemented tho.
