The penalty for these Mengele-esqu atrocities needs to be death. 30 day limit for appeal. No stays, no pardons. 72 hours if appeals are denied, then these sik fucks ride the lightning. Fuk a rope. 5000 Volts at 2 Amps. May take a while.
