You don't use nukes for emergency reserves, they are for baseline load. You use natural gas (or some other fast to spin up fuel) for emergency reserves.

Mothballed or decommissioned?
Mothballed means shut down; but still certified. They can be brought back online, and are good to go
Decommissioned is permanent. All certs on all equipment are cancelled and the equipment is to be scrapped.
Mothballed is always better.
In Germany two of the three remaining NPP will be mothballed the third decommissioned. France´s NPPs are decades old and need to be replaced at least serviced. But they are desperately needed, so the dying fish in the overheated rivers don´t count any more. it´s funny that we purchased french electricity from an unsafe technology (the reason why Germany abandoned all the NPPs) when we had no wind nor sun in the past years.
