One common practice I heard about in China is that they were selling houses to people that were in the process of being built. So people were paying mortgages on homes they couldn't move into (yet). Then a lot of them were still not being built because the developers ran out of money, so the mortgage-holders stopped making mortgage payments.
It's so corrupt I don't even know how they can get away with that shit. Oh I know, it's corrupt everywhere.
And now they are blowing the buildings up.
