I'm honestly of the opinion that she had flipped quite a while ago and played a part in significantly reducing blackhat control.

Imagine you're a blackhat for a moment as the British Empire's collapsing:

Consider that they'd destabilise former colonial regions as much as possible for later money-laundering purposes or a greater variety of puppet regimes.
