I believe you are correct, the liberals and NDP (who are both politically dead, even if they don't recognize it yet) need to feel safe in making the vote without the perception of committing political suicide by voting no-confidence.

But, the fact that they didn't even make a mention of confidence throughout, except Trudeau, who tied it to confidence in him, which was what got the first vote to pass.
