They could, but it would have to complement existing geological movement and potential energy. All that would be doing is speeding up the existing processes, not creating an earthquake from scratch. Given the fact that earthquakes happen all the time, it seems illogical anyone would try and harness that power around an area as insignificant as Papua New Guinea.

Why is Papua New Guinea insignificant?

Also I didn’t claim that the earthquake near Papua New Guinea was manufactured.

I stated that the earthquake in the ocean near Japan was manufactured. Thus causing the tsunami that shut down their power plant, and cost a great deal of damage throughout their nation.
