The EU started off as the Common Market - just a trading group. Then it got more of a United States of Europe vibe and now it looks as if they are looking to update the USA to match.
So, you don't really need The Constitution. You certainly don't need guns. The people in charge, the Commissioners and multiple Presidents, are all unelected. The Members of the European Parliament (MEP) are elected but they do not have as much power as, say, a UK MP. They can't dream up any new legislation, for instance.
Their betters create the legislation and the MEPs are allowed to vote yes or no.
Interestingly (!?) there is a strong correlation between the map of Nazi-occupied Europe during the 1940s with the map of the European Union - and Germany has been the most powerful country within the EU. Coincidence, I'm sure!
