Well, think about the symbolism, while a starless flag is what everyone originally sees, the stars are there, but hidden. If that starless flag represents the occupation via the Cabal, the whole shebang could easily represent "a hostile occupation is what everyone sees, but the observant see the truth of the hidden Q operation"
