Because he is making the claim that the immigrants came across the border in his territory. So he is implying that an individual or group of individuals coerced some illegals from his town on a plane and shipped them, without his consent. So basically he's upset that he got skipped on his cut of the trafficking this time. And he's making his claim, that those are HIS Illegals!! And he cares about his illegals. As a sheriff he cares about the illegals. Gotta make sure they are treated nicely.
