There is no process for the president. The very second he declares it declassified (oral or otherwise) then it is immediately declassified… period. No exceptions to this. Doesn’t even matter what it is. It’s that simple and has already been 2nd by the constitution and the Supreme Court. There’s no viable counter argument.
