Those who live by the water, or have boats, VHF radio will hopefully be a way to communicate. I suggest we all use channel 17 in the case it happens. Pass the word.

GMRS systems are good for pretty good range. There is a nationwide network of privately owned repeaters that can be used and won't immediately be shut off from the government. As long as they repeaters have a power source and haven't been damaged from an EMP blast, they'll transmit.
