Green means low or no concentration of pings. It then goes to yellow, orange and then red.
The article that you posted says it reads speed data.
When there is a concentration of pings moving slow in a relatively close proximity, it changes color to yellow/orange/red based on that.

Ping density and speed both factor into the way Google interprets the coloration for road ways. You're trying real hard to make yourself feel better about being wrong.
