Because politicians are always exaggerating everything. The context of his words were obviously the russian/ukraine thing, and misspeaking does happen.

I'm not holding my breath on this. I'm more concerned about what's coming next month, or this winter, with the pope's announcement for sept 30th, and Putin likely waiting till winter grab europe by the balls.
