The guy is just an excuse. Just because an organization gets a complaint from a random individual doesn't mean they have to act on it. They probably found out about what this nurse was saying and got this guy to make a complaint to make it look like they aren't being political but responding to a complaint. The second individual to complain who is anonymous is almost certainly fake or from within the organization themselves. You generally want at least 2 complaints to make things seem legitimate because 1 complaint can always be just from 1 random disgruntled individual who doesn't necessarily reflect that there might be a problem. This justification for the investigation appears to be staged. It is likely that without complaints they can't just launch an investigation so they created them and ironically, the bare minimum amount of 2 to make them seem legitimate.
