This will vary according to location. I have worked at the polls(Election Inspector), been a Poll Watcher (volunteer) and served as a Party Representative (2nd in line to City Chairman) in NYS. Not lately though. In NY, these positions were all controlled by the the 2 major parties. Local party leaders had the authority. Best place to inquire here is your local party organization.
