Big issue is the asset management companies run mutual funds ETF etc which have voting rights for the shares they own. But the one who gets to vote is the asset manager in this case not the actual shareholders. That is why vanguard etc can wield so much political pressure on these companies they hold shares in.

They need to fix that. Owners should vote. Or get rid of mutual funds altogether
