It seems to me that the evil plan was to cripple or permanently damage pharma dependents while trying out a cyborg GMO theory on the masses. Some dying to them is a bonus. Probably not all will die but I'm thinking most will become dependent on meds to function. They also probably won't be able to procreate either so they will only effect those who physically unite with them and contract what they give...
