No they were all paper ballots secured in clear boxes with a slot that seems small as people had to carefully slide them in to get them in the box. I could see 2 locks on the ones I seen and when they were sent to the counting room they were in a sealed plastic envelope that they would cut open with a knife. The papers were dumped onto a table and it seemed 2 individuals were taking the votes and placing them in piles.
There were about 4 or 5 individuals with their phones following the ballots around the table, obviously recording that they were following all procedures. The Bags of ballots seemed to be around 100 maybe 200 max, and they were only opening one bag at a time so the procedure wasn't cluttered and they seemed to be flying through the count in a organized and thorough manner. Quite simple and seemed to be quite effective.
They of course had paper ballots so they can always doubld check. Maybe that's why the two individuals were counting at each table. Taking turns countjng the pile once each and then comparing their results. Makes sense.Overall felt it was done out in the open and they had a group of about 5 or 6 in each group and they were all focused and aware of what was going on at their table.
They knew they had to do this election by the books, because there would be many that would say this wasn't a real election and Putin made sure the votes would be on his favor.
Without looking, I bet they did not allow voting machines.
