I wish them well in that effort, it's going to be a heavy lift to accomplish. Maybe one way would be to raise a huge militia of pro-secession citizens and simply make a declaration that New California exists, and seek recognition by Congress. I believe it takes a Congressional approval for any new state to join the Union, and after November there is a likelihood of having a friendlier Congress for such an idea.
