Votes should be legal, but anonymous. Here in the Netherlands they have a big book of eligible voters based on SSN, you get an invitation in the mail, show up with your ID and if correct you get a ballot. I'm sure there's still fuckery going on there, as the same group has been getting elected for longer than I can think of while they put the country in ruins, but being "black bagged" is the alternative if voting isn't anonymous.
