Seems plausible. Any other time in history I likely would dispel this as pure fantasy. But in the clown world we live in today, I wouldn't be shocked at all if this theory turned out to be correct.

My immediate thought has been DS US actors pulled off the destruction of NS1 and NS2. But I'm thinking that would take US Navy assets. I'm not aware of any other group capable of this. If Trump is truly in control of the military, I can't imagine him ordering this operation.
