The rumors I have heard from the net claim that these are Russian anti-satellite lasers, designed to blind surveillance satellites. Some are claiming that the Ruski's are moving military assets, and have activated these weapons to keep NATO from seeing what is happening.
These are just searchlights pointed straight up. Half a century ago, it was popular to use them for events like grand openings of major stores. I could see the beam swing across the sky from my house on the edge of the city.
Not lasers. There are no "white" lasers; they are all monochromatic. The only ones that could blind would have to be both visible and infrared. Lasers are defeated by clouds. If they are targeting satellites, the beams would be moving to follow the satellite motion in orbit.
