The graph shows the number of Republicans who voted (Y axis) in each of Butler's 282 precincts versus the number of registered Republicans (X axis) in each precinct for the 2020 General Election.
Essentially, 96% percent of all registered Republicans voted in every precinct. Every precinct. Large, small, black, white, Mexican, urban, rural. Doesn't matter.
