Actually the workers who climb the tower do have to were special suits. Energy is dissipated based on the inverse square law.
The question is, how much energy is transmitted and what is the 'safe' distance from a tower?

They don't wear special suits. You might be thinking of High Tension Line maintenance workers.

They turn off the transmitters before climbing the tower and working near the antennas.
