What is the police version of Misprision of felony (when someone knows a felony has been committed but fails to inform the authorities about it) but with 'failure to act' while present for an hour witnessing an active murder rampage of children?
Not sure. Maybe you'd get torches and pitchforks? Sure hope no one gets tied to a stake and lit on fire. Sounds like a somewhat negative happenstance to my ears. And to be sure, I don't know what happens in a vacuum of power.
