Not my field, but I think something tooled as a research lab would be equipped quite differently to one built as the manufacturing powerhouse cranking the stuff out. Also I dont think production facilities like this would be located in a war flashpoint like ukraine, when covert and weaponised anthax/plague/smallpox etc would be far more likely, all aimed at russia.

Thinking the bulk of the vax manufactured in the more conventional hitech powerhouses like EU, US, Japan & China.
