If there is a procedure written down in law or the Constitution to declassify, then unless that is followed, the document is no declassified.

If no procedure is required, then the President can declassify documents any way they want to.

As I understand it, there is no requirement for paper documents to be marked 'unclassified' when they are declassified. So all of this is more nothingburger noise I think.
