What is the "Speed of science" ?

I thought there were all sorts of safeguards in place. In Uni, positivists have to prove replicability, generalizability, causality etc. before proceeding to establish the progression of an increasing size of testing subject numbers etc. etc.

This vax was experimental, and they went ahead and tested it on the world.

That is not the speed of science, but the speed of destroying science.
