...how much of the multiple Biden's aid package funds are coming back to the USA as dark money to help Democrats, DNC, NGOs, Shill Blue, etc.?

The money is not really leaving, for the most part. The money is going to US based Military Industrial Complex, then funneled back to pols in the form of "campaign contributions", PAC funding, and dark money to NGO's and 'Non-profits" that then also support DS.
