Well, if they were spying on PDJT, wouldn't anyone in contact with him also be under surveillance by proximity? I don't know how this all works but the way it was explained is, each person in contact with Trump is under surveillance and each person in contact with that person is under surveillance. Hell every person in DC was probably included in the surveillance using that explanation.
