I would guess some are, but not all birds are spy devices.

It's gotta be the seagulls.

Think about it. All they do is strutt around yelling, "Mine! Mine! Mine!" They eyeball you as you eat just waiting for the chance to steal your shit and they shit on you at every opportunity. Definitely deep state drones.
