Though easier on the eye and ear than "he/she," "they" is used as a cop out. It lets the writer off the hook without having to make a commitment. I used to play that game, but stopped about 15 years ago when I realized how language was being usurped. I now apologetically use the hypothetical "he," and the unambiguous and deterministic word "sex" wherever the woke alternative is typically used.
Perhaps the former preceded the latter with people who didn't know any better, but correct English was previously used by all the media, and that didn't include substituting 'they' for he/she.
The use of "they" for these people is appropriate. It's another word for "legion" meaning they are possessed by many demons.
