I am currently watching the rally in Texas. Can someone please help me understand why Trump is so proud of the vaccines and "operation warp speed"? What am I missing?

Scenario B: no vaccine for years, lockdown mentally/spiritually breaks down what is left of humanity making everyone more susceptible to any tyrannical order. Fill in the blanks
