I see some people mentioning 19/20 C isn't so bad, but it's not about that specific temp. Once the residents of Italy agree to be micromanaged in this way, it's merely a matter of shoving them right off the slippery slope they willingly stepped on.
Also people don't think of others who can't handle the cold as much. I posted above that I have medical issues that make it hard for me, but I know tons and tons of old people who wear sweaters during 80 degree weather, and keep their houses like saunas, because they can't keep warm as well as they used to.
Sure it might not be bad for some, but it's hell for others to be forced to such low temperatures, especially in the cold months, where it is much easier to lose heat.
