Because Newscum diverts the fresh water out to the ocean because of the marshes along the ocean beaches. They have "endangered" wetlands they somehow must preserve for the enviro-clowns yet all the rich people who live in the area and their precious beach front houses smell the stench of the stale wetlands..so they 're-fresh' the stale stinky waters with fresh new waters..so it don't stink like assho. I bet Newscum gets a nice kickback from these rich people that live near these stinky wetlands..or maybe some are even his buddies, who's know exactly why but this is what I've heard.
