Here's what their explanation will be:

In the first release of our $2500 fine, we inadvertently made it look like we would fine anyone for wrong-think.
In this revised release of our $2500 fine, we make it clear that as a seller you cannot participate in wrong-think.
Once this change is accepted, we will revise our policy (again) to include everyone.
