The objective might not have been to disrupt traffic, but redirect it. Kind of like blowing a bridge in a physical war in order to force your enemy to have to send all their tanks and transports 50 miles downriver to another bridge and a single chokepoint. Leaves them open to either direct attack... or eases the resources needed to surveil them.
