Cuba has a long history of bizarre disease outbreaks not connected to any source within a thousand miles in all directions.. but that just happens to appear. All of which seem coincidentally to impede one segment of their economy - limited though it is.

Treating neighboring countries like biological crash-test dummies is not a sign of a healthy civil nation.
