After the elderly and infants are doubled up on clothing, have them huddle together under some blankets. Group warmth will help.
If you have any way to light a gas stove, heat up some water and drink the warm water. If you have any water containers you can fill them up with hot water and huddle under the blankets with them using them as heat packs.
Get in the smallest room you can, preferably an upstairs one, close the door, and if you have extra blankets, drape them over the windows if you can to help reduce heat loss and insulate the room.
Stuff another blanket or towel or shirt in the crack under the door to stop drafts.
